the Adobe Photoshop Beta Version is free as long as its in Beta.

you can find it in your Desktop Creative Cloud App on the left side under the Category Section and there under "Beta Applications". Also you can take a look at https://community.adobe.com/t5/photoshop-beta-discussions/welcome-to-the-photoshop-beta-community-th... for more infos. Hope that helps.
