So I have made an Illustrator document with two artboards and linework that was in between those artboards. I have saved it using "save as", and now when I want to open it, Illustrator offers to open one of two pages (artboards). The problem is, I need to access linework that was not on either of the artboards. How can I do that?

Has the PDF been saved with "Illustrator editability"? If not, forget reversing anything.

If it has been saved with that turned on, but in a higher version, then you can open the PDF (the original one) in that version and then downsave an AI file to your version.

Was it saved as a PDF? Was it ever opened in a different version of Illustrator?

It was saved as PDF. And yes, it was first made in a different version of Illustrator. Is there a way to reverse it, to be able to open it all together?

Yep it is saved as a PDF. Open all the pages then resave (Save As) it as an illustrator file.
