Problema sobre organizar lo trazos

Buenas tardes, disculpen actualmente estoy presentando un problema sobre organizar unos trazos que quiero que vallan detras de otros trazos pero lamentablemente no me deja... La papita frita no se pone detras de las otras papas ahi como se ve en las capas.

They all don't have a fill.

I'm not sure why you put the fills onto a different layer. You could just put the fill directly into those shapes and this wouldn't be a problem.
