Slowness when using Place or link

Greetings
My client works with Creative cloud
Adobe Illustrator
Updated to the latest version 23.1

He has a problem that when he drag a file (even locally from the same disk), the file opens quickly. 
But when he uses "Place" with the same file he encounters it slowly.

Windows 10 pro operating system 
Computer with all the updates 

I would love a solution
