In the video I identify the center of the RED object. I then try to move and even scale the BLACK object to make 'Smart Guides' appear and 'Snap to Point' to work.

Please, if you understand why 'Smart Guides' and 'Snap to Point' don't work when they are clearly selected, let me know!
Well, I tried the 'Ctrl + U' command and it ('Smart Guides') worked. I then turned off 'Smart Guides' with 'Ctrl + U' and then tried and they were off.
Then, I turned on the 'Smart Guides' through the menu rather than 'Ctril + U' and it worked.
I am sorry for the delay in responding.
Yes, selecting 'Smart Guides' in the menu works now.
Also, the 'Ctrl + U' command works, too.
Did you do something while I was away? (coding-wise)

Is "transform tools" turned on in Smart guides preferences?

I did not have it turned on.
I turned it on and it still doesn't show 'Smart Guides' and 'Snap to Point' doesn't work.
In any case, should 'transform tools' be turned on or off? (if I want the 'Smart Guides' and 'Snap to Point' to work?

My smart guides do (did) not work neither:
I think that Illustrator lied, when telling me that smart guides where enabled (they where in the View->Smart Guides menu, check mark showing up). What I did was to disable Smart Guides with CTRL-U (and that really did enable the guides, check mark still showing up). It's worth trying that.

What OS? 10?
I checked the CTRL-U function and it does work. It toggles the checkbox.
I may be missing something. Sometimes my objects or guides snap to each other and sometimes they don't.
Yesterday, I made a mistake and guides on another layer, but after moving them to another layer, snap worked again.
I need some time to study/practice this?
Is snapping limited to the layer the objects/guides are on? Either way, this would be a good option/function.

OS is Windows 7.

When you snap to point in AI it snapping to the point you select and you need to see a white arrow....make sure it is selected and move the object. In the video you posted it is not clear when you move the object..

Select the object go to View Snap to point when yuo move the object and about to snap it you will see a white arrow! that the snapping!

That's the thing. I don't see any arrow of the such.
I do have 'Snap to Point' turned on.
I do have 'Smart Guides' turned on.
No arrow shows up...

What happened to the 'Smart Guides' lines they used to have?

When you select the object with the selection tool and move it toward
another shape or object when it is connectiong to another point or guide
you will see a white arrow it is the same one but your selection tool
becomes white. Watch my movie.

I remember being able to snap a guide to the center horizontal or vertical plane of the artboard.
Has that function changed?
I am also finding that snapping has become a bit unintuitive lately. I have to zoom far in, otherwise my guides with not be accurately butted against the object. I used to be able to snap, no matter what. Now I have to double check every move.

It might be that you have snap to pixel turned on too. I believe this over-rides snap to point. Illustrator is frustrating to say the least... bring back Freehand!
