Usage of Measure Tool

Hello guys, 

Lets say I want to measure the distance between exact 2 points as I marked in below picture, there is no option for snapping the points when the measure tool cursor is active? How can I specify the exact points?

No, the measure tool is unfortunately rather a relic and doesn't snap or take advantage of smart guides.

Thats too bad, it could be useful to measure distance between two points with snap to point function enabled. And I would like to have a chance to copy the value. Where I could request this feature?

Try the line segment tool instead.

The transform panel will tell you the length of the path.
