Data Merge: copies same record into every field

I am creating 4-up postcards and using Multiple Records Layout to put four different addresses on each page. My data source is .csv with 1100 records. When I preview the merged doc, it looks fine. When I actually run the merge, it copies the same address to every field on every page. I have read posts in here that say this is a bug (seriously Adobe?) and the fix is to create a new document, but don't preview it before merging. This is not working for me. I have have tried several times — created new documents, reimported the data source, re-set up the multiple records layout, never using preview, and it still is only copying a single address to every field. I've restarted InDesign. I've updated to the lasted version. I am so frustrated. Please help.

It's a pretty simple layout. I set the multiple records layout so the addresses will be 4-up. I know there isn't a problem with the layout, because I've used the exact same one several times before. I did finally get the merge to work, but only after restarting my whole computer, and then starting from scratch again with the Indesign doc. It is so frustrating that this has been a known bug for years, but Adobe has yet to do anything about it. Screen Shot 2021-01-26 at 9.19.18 AM.png

Sorry to hear about this trouble. This doesn't look normal. Would you mind sharing the screenshot of Data Merge settings?

You may also try the steps share in this video tutorial (https://www.youtube.com/watch?v=hgeAeQW_yQ8 ) . If that doesn't help, please check the same thing happens with different CSV file.
