I want to send an email with clickable links. I am able to create an Indesign document with clickable links and save it as an interactive PDF, but I can only attach that to an email. I want to be able to have that document open up in the email document directly. I can do that by saving the document as a jpeg, but without clickable links.

You need to create 'web pages' to create the type of result you are describing.
There are ways to create HTML documents and add them to an email:
- Create a HTML doc, open in browser, select File > Send by email
- Create a document in MS Word, using your InDesign creation, add the link, copy paste in an email
- Use Photoshop to slice your design, then a web/html editor, like Dreamweaver, to create a HTML page
There are a lot of options.

For emails, use Constant Contact or Mail Chimp. Anything else is a fool's errand of wasted time and effort.

HTML email presents unique client compatibility challenges that require a specialized approach. InDesign is not the right tool for this.
