Catalog open/import doesnt work (after upgrading system /win 7 > win 10)

i got a new system (Win 10, formerly win7) and installed the Lightroom Classic rom the Cloud App.

 

Now i want to open or import the lightroom catalogue. but i get the attached error alert - it says there is now "writing perimssion" (the file + folder don´t have any restrictions) or another adobe app using this file (but there is no other adobe app opened)

 

ps: the workaround with deleting the .lock file does not work..

 

1. any ideas to open this acatalogue?

2. where are the settings and final versions of my edited photos saved? in this catalogue file?

If the permissions for your user account seem correct, try setting the permissions for the "everyone" group and see what happens.

OS upgrades can easily mess with user permissions.

Using Windows File Explorer, check your account permissions on the drive, on the root picture folder, on the catalog folder, and on the LrCat file.
