Photos added to Local Storage are not managed

If you choose the option to add original photos to local storage, they appear to never be managed.

 

Meaning; if I add 1000 photos to lightroom and later delete them all; those 1000 photos will be deleted from the cloud and connected mobile apps' but appear to never be deleted from the local storage location.

 

Is this a bug, or as designed?
