Unable to change subscription plan

Hi I subscribed to the Lightroom plan with 1TB in March this year, but realised that the Creative Cloud Photography 20GB plan might be more suitable for me. Is it possible to change now? I did what I was supposed to (My Plans > Change plan) but I kept getting shown "No offers available". Is it a case where I'm not allowed to change plans mid-way through the subscription?
