Layer order changes when previewed

I have a fixed navigation bar with a black translucent rectangle and white menu and logo. When I'm editing inside of Muse the layer order is correct. My Header group is above every other group on the page. However when I export, the translucent grey bar moves in front of the menu, making it hard to see and unable to click. This issue is happening on a brand new page and it works fine on all other pages. I've removed plugins and widgets with no change. Any help would be appreciated!

How it looks inside of Muse.. layer order is correct. Nothing I can change.

Previewed in Chrome. The translucent menu bar is behind the menu. (Only happening on this page so it can't be a problem with the Master)

To inspect further, we would need a .muse, Just this page, just one page only with the menu.
