We have reproduced the issue and have a possible workaround for you to try, but it involves running 3rd party software that's not in Adobe's control (Winaero Tweaker) so please do this at your own risk.  Using the Winaero Tweaker application, if you configure the window Border size and Border padding settings to their lowest values, you should find Photoshop not truncating so much at the edges.

Meanwhile, we're working to find a proper solution to the problem.

Thanks again!

-Noel

Just updated Photoshop to v24.4.1 and I'm delighted to report that the toolbar now behaves perfectly and as intended.
Thanks, Henk

The problem appears to be solved!
But the tips window still appears on the other monitor, is not something that bothers me too much, but just posted it to be pointed

Thanks. It works! Had a difficult time getting it to update. My Creative Cloud Desktop app failed by omitting Photoshop as part of my subscription but a rep helped me fix it.
