Adding images to layers

Hi All - I'm guessing it doesn't get much more basic than this but.... Yet more newbie to PS senior moments!  Checked out various tutorials but still struggling with this process.

I have a background layer thats as I want.

I have various cut-out images with transparent backgrounds that I want to add as additional layers  Opening a new layer (bottom right of screen) is no problem. So....

Can I convert my cut-out images directly to layers?  If so how... or 

How do I post my cut-out images to an existing or new blank layer?

Any advice greatly appreciated.

I recommend you use File > Place …

That way you create a Smart Object and you can transform, scale, … ir repeatedly without degrading it unnecessarily and apply filters and then keep editing those later on.

You can also use files >> scripts >> load files into stack

Keep items underneath unchecked so your images don't get distorted, as this is for aligning images of different exposures.
