Configuration Error 11 in Photoshop

I get the following error on High Sierra 10.13

Please uninstall and reinstall the product.

If this problem still occurs, please contact Adobe technical support for help, and mention the error code shown at the bottom of this screen.

Error: 11

This happened on my other machine, so I re-installed the full suite. That didn't work. A full format of my computer did work. I don't want to have to do that again.

Here's what Adobe says about the error here

Troubleshoot Creative Cloud apps installation and uninstallation errors

a) Quit any other running instance of Adobe application manager

b) Try rebooting the machine

Obviously I've rebooted, but haven't been able to find another instance of Adobe Application Manager.

Other threads have mentioned using the Adobe CC Cleaner Tool found here:

Went through that whole process and ended up with one item remaining "Fix Host File" and have got the successfully cleaned dialogue.

Have rebooted, still no dice.

All other Adobe CC apps are working fine.

(I should note that this started with the CC18 install)

Any ideas before I take the long, terrible road to reformatting my hard drive?

Manual delete of Creative Cloud did the trick.

Unfortunately, I took a hard turn and did the following - which I don't recommend unless you are prepared for a complete wipe of Creative Cloud:

  1. Delete all Adobe Apps from the applications folder
  2. Delete all Adobe folders from Application Support in ~Library and Library
  3. Delete all Adobe files from the Utilities folder
  4. Run the CreativeCloudCleanerTool and get rid of any pesky leftovers
  5. Restart
  6. Reinstall
  7. All good!!!!

Adobe should give its users' a discount for
