I'm running Photoshop CC 2020, with Mac High Sierra. My fly-out (sub)menus from the toolbar are not working. The only way I can access various tools is by holding down the option + click on my mouse to active or scroll through other tools. Any help would be appreciated.
I could do that I'd rather not but yes, that's definitely a good suggestion.

I'm facing the same issue on Windows, clicking on any fly out menu does nothing.
Tried resetting as well and nothing happened.
I am having this trouble too, I have reset preferences and uninstalled/re-downloaded photoshop. Using 2019 now on High Siera and still not working. Please could you help!
I was having this issue also. It seems right-clicking will get you the tool options.
Yes right clicking works, just have always worked with holding it down to see the hidden tools so struggling to get used to it! Seems strange that it would just change so there must be a setting somehwhere! Just seems impossible to actually get hold of help from Adobe!
Grateful for my fellow users, as you provided the solution. Adobe doesn't even know the answer it seems...that is, if and when they even respond. Back to work.
