Hello, I want to acquire a license to use photoshop, I am a software developer for which I use Ubuntu 17.10, I need to make designs for websites and I can not have two operating systems (one to program and another to design) and Adobe has no support for the most used system worldwide for Software Development non-transactional, that's why I feel obliged to install Photoshop with wine, but is it legal?

Yes, as far as i know it's perfectly legal.

Chris Cox, a photoshop engineer used to comment from time to time, when the subject of using photoshop on Linux would arise, that he was often consulted by the developers from CrossOver about different issues they were having with getting adobe products to work in Crossover, which uses wine.

If you have a licence to use it and you only use it on a single virtual  machine  as single user licence that you can activate Photoshop on.  IMO you would be in compliance with your Adobe licence.  But I'm not a lawyer and I do not work for or represent Adobe. It would be like your are using Pgotoshop on a Windows or Mac machine.  Performance on a virtual machine may not be seller.

Unless wine has GPU support some functions can’t work.

Thanks, but I have no choice. I can not have two computers, one to program software and another to design, I only have one and I can not migrate my entire environment to Windows or Mac. For now I just want to know if it's legal or not, I'm only interested in the most basic functionalities. For the moment I use Inkscape but I want to use Photoshop and Illustrator.

Consider using a VM instead If wine fails you. Though GPU issues remain. VMs are a standard tool of software development.
