I have a great photo of a great lakes ore carrier but the sky is way overexposed. how can i correct the sky? thanks

Select the sky with the magic or regular selection tool. Go to exposure and adjust the exposure level to the shade you like. Give it a try. Do post a photo of the work if you need more information. Best regards, JH

...but if it's blown out, it's blown out. Then there is no information left to retrieve.

 

Depending on the image it may be possible to replace or rebuild the sky. That's usually tricky work on an advanced level if you want it to look credible.

Do you have the raw file? If it's completely blow then you have lost it, but even if only one of the channels contains some detail, it may be possible to retrieve that detail in camera raw and use that as the basis for adding some colour in Photoshop
