I have a problem since upgrading to cc 2019, PS takes more than 10min to open... it just hangs on the loading screen saying "Adding Extension....Halide Bottlenecks". I've already reset my preferences, reinstalled, nothing seems to work.
I'm on MacOS High Sierra 10.13.6
i7 7700k 4,2 GHz
16gb DDR4 RAM
GTX 970 with nvidia drivers

The difference with me is I'm on a:
Windows 7 Home Premium 64-bit SP1
Gateway Intel Core i7 2600 @ 3.4GHz
16 GB of DDR3 RAM
AMD Radeon HD 6670 - 2048 MB
I am now at 21 minutes, on second try after a reboot as well. Oh, it just loaded. FFS It was just the work window, still stalling out. I am uninstalling this.

Maybe try cleaning out old files with the cleaning tool. I found that PS 2019 loads much faster than 2018.

Thanks! I've uninstalled using this tool and I got loading times of 40sec to 1min (without adding my presets and preferences). Then I started adding them back one by one and it looks like the problem was with my brushes preset file, that isn't very big (370mb) but took the load time to about 6min when I added and back to 1min after I removed it

I actually uninstalled Photoshop CC 2019 then removed the CC2018 version, which I didn't realized was still installed. I then ran a different program CC Cleaner (Not the Creative Cloud Cleaner indicated in Chuck's comment), to clean the registry of any Photoshop references. I now load in under 20 seconds, but will slowly add in my most frequently used add-ons (actions). Thank you Chuck for that suggestion as well. I have noted it for future issues.
