Photoshop image window freezes when using zoom/eraser/pen tool - Mac

The image window freezes and then when i go to resize the image window instead of the window cropping into the image, it stretches and compresses the image within the window to wherever you drag the frame.

I have to restart photoshop and start again when this happens. 

I have noticed this doesnt happen when i turn of the GPU in the preferences. Is this a graphics card issue? or photoshop? I sent my mac in for repairs for 2 weeks and they said it was the hard drive being too slow to keep up with the programes so installed a new one. This hasnt solved the issue. I really need some help with this as its affecting work now..

They say its a problemt with photoshop? I dont ever seem to get a response on here though about this issue.

Maybe ill try ringing up.

I have reinstalled photoshop and not hand any luck with that either
