Photoshop stuck on hand tool

The only tool on my screen is the hand tool. Nothing else works. I tried restarting the program and nothing works

Nothing special, but I reset the prefs by going into General Preferences>General>Reset on Quit, as sugested in the 3 post.  Restarted the computer (mac) and opened a PSD file immediately before starting anything else and it worked for me.  This happens to me 2-3 times a year.

so almost every day now both illustrator and photoshop will get stuck with on the hand tool and there is no way i can figure out how to get it off short of restarting the whole computer restarting the programs does not work and when it happens or about to happen it will not let the space bar register so its acting like there is no spacebar but it definatly works im using it to type this.
this is photoshop 24 and illustrator 23 both up recently updated to newest versions available on 

macOS 14.0
