When will PS CC have  30 bit capability? I know PS CS6 does have it so it is puzzling why PS CC does not.

Photoshop does not show visible banding here on a 10 bit/channel Eizo monitor with 16 bit/channel document displayed at 100% zoom or above. It is not the monitor resolution that matters, as that is easily overcome on any pixel size by using a partial gradient say RGB 0,0,0 - 30,30,30 (16 bit equivalent rather than full scale). The steps in 10 bit are so close that the change between each is measurable but the difference is so small to be all but invisible (Delta E<1)  But be aware that if you zoom out to less than 66.7% then Photoshop's preview switches to 8 bits/channel (even on 16 bits/channel docs)  and therefore banding will still be seen in "smooth" 16 bit image gradients when zoomed out.

As an aside, downsampling does not, by necessity, have to involve dithering (i.e. the introduction of noise to hide steps) and screen evidence suggests that it is not added in Photoshop's preview - hence the very visible banding at 66.6% or less zoom.

Does not work with PS, however displays correctly with Lightroom Classic and Capture One.  Magnification makes no difference on my setup.

Lightroom Library module uses 24 bit (8bit/color) previews in the Library module so 30 bit color display is of no benefit. The LR Develop module preview is "dithered" so no benefit with 30 bit display there either. LR will look the same on a 24 bit OR 30 bit display capable system.
