Ps Display glitches with Hand Tool

Hi, Everyone!

 

I have a display issue that's been a problem for around 5 months now. At unexpected but periodic times, my Photoshop display will glitch out when I use the hand tool. I can scroll zoom just fine, but using the space bar or hand tool makes it go crazy. It is usually fixed by restarting Ps, but when it's bad it will happen multiple times per day.

 

Other times it will go weeks without showing up. I am constantly working on new Ps files, so it's not specific to one particular document. I have a screen recording attached to show you the problem. I'll provide my Ps and Computer software info down below. Also, I just upgraded my graphics card.

 

Any ideas on this? It's starting to drive me batty! 🙂
