(I understand that mobile phones are 160DPI minimum right? But I don't have time to learn the complicated conversions, or learn about DP, SP and all that stuff.)

Very simply, what pixel size should buttons, notifications, status effects be @ 72DPI for the most comfortable android experience? (72DPI is what photoshop uses by default in a PC.)

I planned on making most indicators, buttons & notifications be 72x72 pixels @ 72DPI, then if the user wants, they can downsize it to 48x48 pixels. Does that sound good? Would that work for most mobile phones?

That will work. I usually go from 4x or 2x the desired size so that they can downsize without any issue.
