OS : Windows 11 (Up to date)
Photoshop Version : 23.5
For the past 2 hours, I been trying to fix my Photoshop and have no luck, when I open it nothing will happen but yet it will show up in the Task Manager
List of things I already done :
Run as Administrator
Deleted the "Adobe Photoshop 2022 Prefs" File
Restart Computer (Multiple times)
Add Photoshop to my Anti-Virus exclusion
Disabled my Anti-Virus completely
I used the "Adobe Creative Cloud Cleaner Tool" and clean up everything, restart the computer and reinstall Photoshop and Creative Cloud
Tried to use an older version of Photoshop
Yet it won't work

This will give a fresh start to Photoshop as a fresh install.

1. Restart your computer.
2. Go to Windows Start menu.
3. Right-click on PS icon and select > More > Run as Administrator.

Soooo it seemed like I had to wait 15+ minutes for Photoshop to do something, normally I was closing the Program on the Task Manager because well after 1-2 minutes it was still doing nothing, nothing was telling me that Photoshop was actually launching... there is that windows that show up saying "Skip Loading Optional and Third-Party Plugins" is it normal?

Do you have any third-party plugin or extension for photoshop?
If you press hold shift, and launch Photoshop, is work? you should try i guess........

Photoshop now launched, the first time it toke 15+ minutes to launched but I had no idea it was actually launching since there was no window or anything telling me that Photoshop was launching so every time I tried I was closing the program with Task Manager since after few minutes of Photoshop not launching there was no reason to get the program open in the background, but now it takes ~5 minutes to have Photoshop to show the loading screen thingy, I don't remember Photoshop taking that long to just open (and nop I don't have any plugins installed)

Like I suggested, does it take 5 minutes even if you press the shift key and run PS? That's really weird.
Even if photoshop is installed on an HDD other than an SSD, it is abnormal to take 5 minutes. I think you should report your problem to the bug tab, not the discussion tab. Really weird.

I think something other than PS is interfering -- possibly your anti-virus or some other background process. Try booting up your computer in Safe Mode and see if that improves performance.

What are your computer specs?
HD space, OS specific version, RAM (total and available), Graphics cards, etc.

Space : 90 GB free of 930 GB (M.2 SSD)
OS : Windows 11 Pro - Version 21H2
Ram : 64 total and 45 GB available
GPU : NVIDIA GeForce RTX 2080 SUPER (Driver up-to-date)
CPU : i9-9900K (current GHz at 4.50)
I did contact the chat support since I was not able to get my post to work here (was getting marked as spam) and well I am currently waiting for a call but if anyone could find a fix before they call me it will great, I need photoshop..
