Resize Layer according to Back Reference Layer... Auto All Size width and Height Move to Another layer and resize That..

No any Option to Resize Small Size layer in Back Layer Size... Plz Add this Optoin in Photoshop To Resize Layer Quickly Without any using Transform option and Mouse Scroll... This is small but very important... Many users Need this Option...

By Back reference layer, you do not mean the background layer, but another layer?

I've searched in Gimp documentation, but not not find a scale to reference layer mention, or anything close.

Please give an example with a few images of what you are trying to do, and the intended process:

Select layer 2, invoque a transform>reference layer that lets you select another layer1 that Layer 2 should match?
