Adding a hyperlink to jpg file

I would like to know if it is possible to add a hyperlink to a photo with Photoshop Elements v18 

If yes, where can I find the step by step info?

But that aside you seem to expect too much from the jpg-format.

No, it's not possible. You add hyperlinks with programs like Dreamweaver.
