I'm using Organizer and Photoshop Elements 2020, latest update on Windows 10. I've been scanning slides and negatives with a software package called Silverfast. In Silverfast I can add IPTC data to each file as I scan it into a .TIF file on my Windows PC. I primarily add "Original Time of Capture" under the Photo data category. I also use an AnalogExif windows program to copy this field from one file to others.. In Windows explorer I can make this field visible and sort on it. When I import these files in to Elements Organizer, it is simply ignored and within the Organizer it sorts and shows the date/time it was created i.e. under the File Properties. When I display the Info for a file, I can see the original correct creation date under the IPTC category as "Date Subject Created". Why can't you choose to use this date/time as the time the file is catalogued in Organizer, why does it ignore this and default to file creation date. When scanning old files, you want them to be sorted and categories by their original time of capture date, not file creation date!

The short answer to your question, in my understanding, is that there is no universal standard for writing metadata, and each program (or OS) will use different fields to read and write information.
