Elements 2020 toolbox menu missing eyedropper

I'm new to Elements 2020 and cannot find the eyedropper tool anywhere while using Photo Editor. Can anyone help?

It is on the left side of the Draw tools panel between the Paint bucket and the Text tools.

Thanks Walter! I discovered I was using the Quick menu, not Expert, which has eyedropper.
