Found some old PSE version template making steps online from a few years ago that work fine, right up to the point of saving AS a template. Any suggestions for updated steps that explain how to save a file specifically in a  template format? Or is just save a template of a multiple layered file as a PSD and then edit each time?

In photoshop Template files are saved with a psdt extension, so when one opens the psdt file, photoshop opens the file as a copy so you won't accidentally save over your template.

Photoshop elements doesn't know how to work with Template psdt files. so it's best just to make a psd and be careful not to save over it (save your completed file with a new name)

Or always immediately use File > duplicate after opening your template to avoid overwriting it.
