I just recently downloaded and purchased PhotoShop Elements 8; Why was I not advised that PSE 9 was available, I would have purchased it instead.
Is it possible that I could get a prepaid download of PSE 9?

and scroll down to the Product Release Roadmap, that gives the release dates of every version of every adobe product, which should help you to make as good a guess as any of us about when PSE 9 would be likely to appear.

I did a search for Adobe Elements 9 - Bing, and I received a link to "Adobe Photoshop Elements 9.0 Full + Keygen Torrent Download - Torrent".

Umm, that's always there. Intrepid folks who've downloaded it can tell you that it's actually PSE 8, illegal version. There is no PSE 9, not yet, anyway. It's just a way to trick you into downloading a spyware-ridden hacked version of the current version. When PSE 7 was current, the link said "PSE 8".
