We have enhanced the security of Adobe applications and services by updating the sign-in and activation process for older Adobe desktop applications. You will receive a QR code and link to complete the activation procedures when attempting to license and activate Creative Suite, Photoshop/Premiere Elements, Captivate, Acrobat, eLearning Suite, and Technical Communications Suite. The new sign-in process does not affect the offline activation procedure. If you are using an older computer that can no longer contact Adobe and are activating a software title that supports offline activation, then the steps will be the same as discussed in https://helpx.adobe.com/photoshop-elements/using/activate-offline.html.
