Second download of Photoshop Elements on a new machine

I bought photoshop elements several years ago on a DVD and installed it on my pc. It is said that I can install it on two machines. Now I've got a new tablet without DVD-drive and would like to install the software there. Is it possible? How does it work? Thank you.

you download the installation file (or copy the dvd files to a usb or other drive you can connect to your 2nd computer) and use your serial number to activate.

I did the same thing with Photoshop elements 14 but it will not let me use my serial number because it says I am already using it twice, which i am not.  I see no devices listed in order to change it either way.  How do I proceed?  Can you actually contact Adobe someway?  I've been working on this all day on a new laptop to install these programs Photoshop Element and Premier Elements
