I recorded a video with my laptop (it's a Lenovo ideapad 320) and imported it into Adobe Premiere Elements. When I play the video in the computer's movie player or in Windows Media there's nothing wrong with it. As soon as it's in Adobe Premiere Elements, the sound and the pictures get out of sync. The sound track and the pictures weren't recorded separately. Sometimes, without any exaggeration, it can be three or four minutes between the sound and the picture.

You don't say where this video originated or what model of camcorder it came from.
But the chief cause of out of sync issues is video that uses variable frame rate compression. Here's the solution.
