Can premiere elements be used offline?

Hi, my students are not allowed internet access during their exam. Can elements be used offline without internet access?

Once the program has been installed and activated, you do not need an internet connection to run it. Except, of course, for additional effects, templates and music that have not yet been downloaded to your hard drive.

The additional effects, templates and music can be installed from the internet in a batch process if necessary.  The default is to not install them to conserve disk space.
