When I have a clip highlighted in PE2020, it won't copy until I reclick it. The clipboard seems to purge any time I use "go to prev/next edit" to move the playhead. Adobe, this is very annoying!
Try using Ctrl-C instead.
I tried Ctrl-C, Ctrl-V, Sh-Ctrl-V, menus to no avail.
I think something is up on your machine. I certainly can't duplicate your issue.
1. Select a clip or clips
2. Ctrl+c to copy the clip(s)
3. Move the playhead to a new location
4. Ctrl+v to paste the copied clip(s)
I am having persisent issues. Also, how do you paste into a different track please?
I may be mistaken, but I think Premiere Elements only allows pasting to track 1.

One way would be to temporarily paste it into "workspace" at the end of the project with a Ctrl+C. Then seclect it and drag it to another video track.
