Editing individual clips?

Hello, I've just started using Adobe Premiere and was trying to find out whether it is possible to edit (such as crop) individual photos / clips before inserting into the video / time line.  Any advice appreciated, many thanks

You can not add an effect to a clip prior to adding it to the Premiere Elements timeline. All effects are added to clips after they are added to the timeline.

If you want to adjust photo's before adding it to Pr. Elements you need to do that in some sort of  photo program such as Photoshop.
