My problem:
If I run a seamlessly-looping video (stock footage) through Premiere Elements 13 (Windows 10), the result pauses briefly at the end. There's something in the way PEL exports the video that creates this problem.
Details:
Is this a Premiere Elements problem? Is this a codec problem? Thanks for your help.

It is more likely an issue with the player software.

That's why I tried in both Easy Worship (contemporary presentation software) and good ol' Windows Media Player. Neither loops seamlessly. (Both loop seamlessly on the "source video" described above.)

Have you tried VLC Player?

With its Loop setting on, VLC pauses at the end of the video. Even the source video pauses. (It doesn't pause in WMP or EW.)

Interesting. I tried creating a looping video in PS from scratch, at 10 fps to better see the frames. (test-loading.mp4 - Google Drive) It plays flawlessly.
So it seems the problem is more related to how Photoshop imports the specific source file than to how it exports the final product.
