I'm a beginner to Premiere Elements and can do simple things so far, like keyframing. One thing I notice about keyframing is that it slowly moves from one keyframe to another. Is there a way to keep one keyframe position, then instantly change to another (ex. having scale of a video at 100%, have 100% scale for 5 seconds, then instantly change to 120% scale)

You can add keyframe interpolation.

Right-click on the keyframe and select Temporal Interpolation.
