What operating system do you have?
Also, open your MOV in the free download MediaInfo. In MediaInfo, set View to Text and then copy the text report and paste it to this forum. MOVs can use any of dozens of codecs and compression systems. Once we see more detailed information on your file's specs we may better be able to advise you.

Windows 10, 8, 7 or XP?
Have you installed Quicktime, a necessary component for working with MOV files in these older versions of Premiere Elements?
https://support.apple.com/kb/DL762?viewlocale=en_US&locale=en_US
(For security reasons, you should disable QuicktimePlayer.exe by renaming it QuicktimePlayer.old, although the other components in this download install necessary codecs.)

If that doesn't fix it, you may need to convert the file to an MP4 using the free download Handbrake. In fact, because this video uses a variable frame rate compression and you're using version 14 of Premiere Elements, I very much recommend you convert the file basd on the instructions in my tutorial.

Thanks I will try that and let you know if it worked.

I tried Handbrake and got the same result no audio. I have Window 10 the conversation was made I am able to hear the video in Adobe Photoshop timeline but when saved to MP4 after it was converted to .m4v I get a soft skipping sound like from a record player every second.

Did you follow the instructions exactly in my tutorial? I've never heard of it not creating a perfectly editable file.
Are you able to share this MOV file via a public Dropbox so we could see if we get the same results?

Thanks I did follow your instructions. The video comes from a new professional camera. I bought the latest version of Adobe Photoshop and everything works now.

Without actually getting my hands on the file so I can experiment on it myself I'm not sure I can offer more help.
