I will install Premiere Elements 2018 (Pe) on my computer that consist of two (2) SSD drives and one (1) HD. My question is; how I should configure my computer (SSD and HD) in order to get as much performance?

For example:
C: (SSD) install Pe program and store the Pe project files
D: (SSD) store original movie clip (from camera) and setup cache/virtual memory
E: (HD) exporting and store final movies

Your plan should work well.  I do it a little different.

I have one SSD and an HD.  PrE is installed on the SSD.  For projects I create a dedicated folder on the C: SSD.  I put copies of the source media, the project, the scratch files and output all in that folder while I'm working on it.  (I prefer working with media copies rather than originals.) When I'm done, I move the entire folder elsewhere for storage.  If I want to work on it again, I put it back.  

Working with everything related to a project in one folder on an SSD drive maximizes editing and output speed while making file management and backup easier for me.

Just leave C for OS and programs nothing else.
