I think the question is about rotation not frame rates.
For the Roger the OP, if one is not displayed horizontally, select it on the timeline, right click on it and select rotate 90 degrees.

Running the video through Handbrake may also solve the rotated video issue.

That probably is a better solution.

I tried to click on the frame but nothing happens. I loaded several frames
all of them loaded the same way.. This never happened until I upgraded to
version 10.13.1 of High Sierra OS

The English language often fails. I can't tell what you are doing or trying to do.
In the Expert view, select the clip on the timeline by clicking on it. Then right click for a menu.
I'm on a PC, so if Apple mice don't do that I have now idea how to help..... not a clue!
