I don't have sound on video line 1 audio I have to go to line 4 with the project to get audio
Default project setting is 3 stereo track and 3 5.1 tracks in that order.
Hence the 5.1 audio is on A4
Go to dropdown menu Timeline and delete empty tracks

What model of camcorder do you have and what is your video's resolution and format?
Is your camcorder capturing video as stereo or 5.1?

My program is premier element 15. When making a video on video line 1 and audio line 1 (the normal way) it does not produce any sound for the video. If I move to video line 4 and audio line 4, everything works. What is wrong with the program?

This behavior is common when someone is loading 5.1 audio to a timeline that is not set up for it.

Nothing changed the came hero 4 camera I don't know how to check if I have it's 5.1 audio I have made multiple videos,

Open one of the videos from this camera in the free download MediaInfo. In MediaInfo, set View to Text and copy and paste the report it generates to this forum.

There's nothing here that would cause any of the problems you describe.
If you look under Premiere Elements' Edit menu, what is listed on the General page of Project Settings?
What operating system are you using? Do you have Quicktime installed?

It's not the first time it has done it. 6 mo ago I call the Adobe number a guy came on with logon .com and fixed it. I wish that guy was still around, we could ask him for the cure. I hope that you might collaborate with guys that are also in the know.

I wouldn't know how to collaborate, since I live north of the Chicago and don't work for Adobe.
All I have to offer is my years of experience. Which, unfortunately in this case, can't offer you a solution.

Thanks Steve for your Attempt to fix this program and since Adobe doesn't take care of there customers anymore, via my last phone call to adobe' well you can't dig a hole without a shovel, any suggestions on a program to replace Adobe.

I'm sorry you are angry with Adobe. In several years here, I've never seen your issue.
One on one coaching and problem solving are a thing of the past with low priced software from any company. Premiere Elements sells at between $65 and $100, depending on seasonal promotion. That is not enough revenue to support customer service reps with salaries and benefits.
One of the solutions is user forums like this one. Adobe invites all users to help other users. Where you see the "ACP" badge, Adobe has determined that person good enough at providing help that they get the designation and are rewarded with access to creative software. There is no pay.
Regarding other editing systems, there is no shortage! If you hover over Steve's name you'll see reference to his company and a couple books he writes. Follow that and you'll find his website where he specializes in at least two other low cost editing systems. In other words, unlike most people, Steve is an expert at three but is not likely to provide recommendations here.
Again, I'm sorry about your frustration and wish you luck with your creative efforts!
