I captured 11 hours of video from one of my security cameras with playback set to 16x realtime. I used the XBOX screen capture app. The resulting video was 45 minutes. I wanted to compress it to about 2 minutes so I tried using Clip > Timestretch and was going to type 2000 percent. But as soon as I type the 2, the Speed field changes from 100% to -3.23%. It shows two more zeros because I then types two zeros after the 2, hoping that would overwite the -3.23 but it did not. Please see screenshots below. The capture I did is .mp4 format. I have used time stretch before in Premiere Elements 2021 to speed up video I shot with my drone and that is also .mp4 format so I don't know what is going on. The only difference is that I used the CROP effect to crop the video frame first.

Premiere Elements does not seem to try to be capable of all codecs that might be inside of an "container" file like .MP4. Screen capture programs can be among the worst because variable frame rates or other techniques are used.
I checked and the time stretch tool on my computer accepted typing 2000%. So my guess is that something unique is in your file causing your's to work differently. Again, because mine works, I am only guessing.
You might try creating a more standard file with the (free) Handbrake conversion program.

My thoughts exactly. Security camera by way of Xbox is probably not producing a traditional AVC codec.
xtc, open your video in the free download MediaInfo. In MediaInfo, set View to Text and then copy the text of this report and paste it to this forum. Once we see this complete report, we can recommend some possible solutions.

Try getting that changed to fixed or constant with the (free) program Handbrake. It may then work.

Sorry for the delay in replying. While waiting I opened the file in VLC and played it at a slower speed and captured that again using the XBOX app. I had to do this twice but I ended up getting what I wanted. My spouse wanted to see how the sun changes from morning until evening at a location where she wanted to put a garden and what I made was good enough for her purposes. If I were going to publish something I would have gone ahead with the suggestion made here.
