I have Premiere Elements 19, i7 Core.  With no other programs running, render time for 3106 frames is 4 hours.  Why so slow?

I guess it depends on what those frames are. Are they individual photos? If so, how large? If it's video, what is the resolution and codec and do your project settings match your video specs?

And is this on a Mac or Windows 10?

Granted 3000 frames is less than two minutes of video, so you certainly shouldn't have to deal with 4 hour rendering time. Have you tried turning off the hardware acceleration in preferences?

In short, there are many variables to consider.
