Edited 2/26/24 - Added "In source view" to Title
I have concluded that this is not a bug, but as intended. See my post here:

In part, "...this feature only allows you to delete what is in the timeline/sequence. Which means you must be in SEQUENCE/timeline view...."

The problem is present in 24.0 Release and in at least Beta 68 and 72.
My speculation in the regular forum post was incorrect. The Delete (toggle) button does not appear for Source transcription. It does for Sequences with Source or Static transcriptions. Note that in the Sequence, there is a beginning and ending pause that does not exist in the Source transcription.
Steps to reproduce:
1 - Transcribe a source clip.
2 - Be sure settings result in one or more pauses.
3 - Change the Filter to Pauses or set Filter to Text and enter a search.
Result: The Delete toggle button does not appear.
Expected: The button would appear and toggle the Delete/Delete All buttons on.
System info
Application: Premiere Pro (Beta) v24.1.0.72
