What happens if you right-click in the empty part of the header, click Customize, and then click Reset Layout in the button editor? Are you able to drag the header in after that?

Is there anything higher than V3 that might have tools or a name that stops the reduction of the width?

what if you expand the height of all the tracks to see if there are any buttons sticking out that are hidden in the collapsed tracks?

Well in that case I would try trashing your preferences to let the UI reset.

Thanks for your time David, can you show your Premiere screenshoot - minimum width of the track headers?

Ok, I see the problem here. My header isn't getting any narrower than yours, my tracks are just taller so it doesn't seem like such a waste of space (as seen in the GIF I first posted). Expand the height of the Master track until you can see the keyframe icons and you'll see why you can't collapse the header anymore. The Track Keyframe icons stop right there. The only way to fix this would be to allow you to remove those icons and you can't.
Guess there's only one thing to do... Feature Request/Bug Report Form
