Huge delay when accessing tools

Every time i click on a new tools in the tool menu or use my short cut keys to toggle between selection, blade, rate, text(new)... etc. anything basically. There is a massive delay to switch the cursor/recognise the tool. The cursor becomes a spinning wheel on my mac.

This is been happening only since the latest April 2017 update.

This sucks and just delays my work process.

Ive asked a production house that i previously used to work with as well and all their systems, 10 in total  are facing the same issue.

PS i have custom short cut keys assigned for most of the tools and so do the production house i mentioned.

Do the tools behave this way in a brand new project or only updated projects? Have you tried reinstalling after running the Adobe Cleaner tool? Let me know.

MacBook Pro 10.12.5 same problem and the 'uninstall + reinstall' Premiere Pro CC seems to have resolved it.
