You did not specify the exact GPU that you have. Not all GPUs have a hardware encoder at all.

Not all GPUs will work. That being said depending on the GPU Quick Sync might be a better option. The video below might be helpful.

i think while preview my gpu is 30 to 35 % used

but on exporting it is not using gpu

even while exporting (hardware encoding) you can see neither of gpu(amd integrated or gtx 1650) are using
only cpu is using

Update to 14.6. Turn off Max Render (Max Depth) and Preview files.
