PP 2019 - Cannot Set Sequence Settings to H.264

In Premiere Pro CC 2019, I cannot set my Sequence Settings to H.264. I was able to do this in 2018, but in 2019 this option is not available. H.264 uses a lot less HDD space than Uncompressed, and it makes final render to H.264 quicker too.

 

(Before anyone suggests upgrading to PP 2020... I cannot do this as I must be able to open FCP 7 on my computer [to access older, related projects], and if I upgrade to High Sierra or newer, FCP will not work. PP 2020 requires a newer OS than the 10.12 I'm using.)

 

So, my inability to use H.264 as my sequence setting... is this a one-off for my system, or is it baked into PP 2019?
